The Department of Public Works and Highways (DPWH) is continuing its infrastructure expansion in Q2 2025, focusing on improved mobility, regional growth, and long-term connectivity. As multiple transport corridors break ground or move toward completion, government investment remains centered on easing congestion and supporting local economies.

Major Ongoing Projects: Where Things Stand
Several flagship initiatives are currently in progress as of the second quarter of 2025. Each project is designed to reduce travel time, support logistics, and connect key economic zones. Let’s take a closer look at some of DPWH’s current ongoing projects.
1. Panay-Guimaras Bridge (₱57.7B)

A long-awaited connector between Panay and Guimaras Islands, this bridge is expected to unlock tourism and commerce in Western Visayas. As of Q2, pre-construction activities are underway, including right-of-way acquisition and geotechnical surveys. The construction of the first segment of the bridge is on track to start in 2026.
2. Bataan-Cavite Interlink Bridge (₱219B)

Spanning over Manila Bay, this 32-kilometer bridge will link Central Luzon and CALABARZON. It is positioned to significantly cut down travel time and ease congestion on Metro Manila roads.
Based on the latest reports by PTV, the Detailed Engineering Design (DED) phase of the project is already 99.80% complete. The initial plan was to start construction work by March 2025 and achieve project completion by 2030.
3. Samal Island–Davao City Connector (₱23B)

This project in Mindanao has the potential to enhance inter-island travel between Samal and Davao City. Currently, the project is around 12% physically completed, starting with the foundation and substructure of the connector. The project is set on track to be completed by 2028.
4. 4th Cebu-Mactan Bridge (₱76.4B)

Designed to ease traffic between Cebu City and Mactan Island, the DED for this crossing was completed in February 2025. Preparatory activities are now underway before the full deployment of the consultant team responsible for overseeing the construction project.
Once completed, it will serve as an alternative to the frequently congested Marcelo Fernan and Mandaue-Mactan bridges. Travel time during peak hours from Mactan–Cebu International Airport to the Cebu Port Area is expected to drop from 45 minutes to approximately 25 minutes.
Economic, Social, and Environmental Impact
Ongoing infrastructure efforts are expected to boost regional economies by improving travel time, logistics efficiency, and access to trade hubs. Projects like the Bataan-Cavite Interlink Bridge and the Samal-Davao Connector are positioned to support tourism, reduce cargo costs, and attract long-term investments. Local job generation is another key benefit, especially in provinces hosting large-scale works.
However, some concerns are emerging alongside progress. The 4th Cebu-Mactan Bridge, for example, has drawn attention due to its potential impact on the Cansaga Bay ecosystem and nearby communities. Environmental groups have raised issues over mangrove clearing and risks to bird habitats, while residents in affected barangays face livelihood disruptions and possible relocation. These social and ecological concerns highlight the importance of transparent planning and inclusive stakeholder consultation in the rollout of national infrastructure.
