New Clark City, Tarlac – The Bases Conversion and Development Authority (BCDA) has officially launched the rebidding process for the third phase of the National Academy of Sports (NAS), a flagship project designated to centralize the training of the Philippines’ future athletic champions.
With an Approved Budget for the Contract (ABC) of ₱312.6 million, Phase 3 is set to transform the campus from a training ground into a full-scale residential sports hub. This phase focuses on the “Design and Build” of critical living and welfare infrastructure for student-athletes.

Building a Home for Champions
The proposed residential sports hub is a five-story dormitory, designed to house 400 student-athletes to support their rigorous training schedules. The project also includes an integrated dining hall with a commercial-grade kitchen to fulfill the athletes’ nutritional needs.
Beyond living quarters, the facility will feature:
- Holistic Spaces: A central atrium, recreational common rooms, and administrative offices.
- Essential Utilities: Modern laundry facilities and utility rooms designed for high-occupancy management.
- Site Development: Comprehensive landscaping and access roads that seamlessly link the residential zone to the existing world-class Athletics Stadium and Aquatics Center.

Procurement Timeline & Requirements
The BCDA is operating on an accelerated schedule to meet the rising demand for on-site athlete residency:
- Pre-Bid Conference: December 23, 2025
- Bid Submission Deadline: January 22, 2026, at 9:00 AM
- Opening of Bids: January 22, 2026, at 10:00 AM
- Project Duration: The winning contractor will have 365 calendar days to complete the works upon receipt of the Notice to Proceed.
Eligible bidders must hold a Large B PCAB License and demonstrate technical expertise by having completed a similar high-rise “Design and Build” project worth at least ₱156.3 million (50% of the ABC) within the last five years.
Strategic Impact
Established under Republic Act 11470, the NAS is the country’s first specialized secondary school for sports. While the first two phases provided classrooms and specialized gyms, Phase 3 is the “missing link” that allows athletes to live, study, and train in a single, disaster-resilient environment.
“This is more than just a construction project; it is the foundation of our sports pipeline,” BCDA President and CEO Engr. Joshua M. Bingcang noted.
With the construction of the project, NAS aims to reduce the logistical burden on young talents, allowing them to focus entirely on academic excellence and Olympic-level performance.
