President Ferdinand R. Marcos Jr. has declared a state of calamity in Eastern Visayas following a critical structural assessment of the San Juanico Bridge. The proclamation, signed on June 5, 2025, will be in effect for one year unless lifted or extended.

Presidential Action and Scope
The decision follows a recommendation from the National Disaster Risk Reduction and Management Council (NDRRMC). It covers the entire Region VIII and aims to fast-track the rehabilitation of the bridge while reducing risks to public safety.
The 2.16-kilometer San Juanico Bridge is the only permanent land connection between the islands of Samar and Leyte. It forms part of the Pan-Philippine Highway, a vital route linking Luzon, Visayas, and Mindanao. According to the Department of Public Works and Highways (DPWH), the bridge is now in critical condition, prompting the government to impose a three-ton vehicle load limit beginning May 15.
This restriction has disrupted the transport of essential goods such as food, medicine, and agricultural products. It has also affected businesses and residents who rely on the bridge for daily mobility.
Government Response and Coordination
Under Proclamation No. 920, the DPWH is directed to lead the repair and rehabilitation of the bridge in coordination with local governments. The Department of Budget and Management (DBM) is tasked with identifying funding sources for the project. Law enforcement agencies and the Armed Forces of the Philippines have also been instructed to ensure public safety and maintain order during the rehabilitation period.
All government agencies, local government units (LGUs), and the private sector have been encouraged to mobilize resources and support the effort.
Malacañang has acknowledged the inconvenience caused by the restrictions but emphasized that immediate repairs are necessary to avoid greater risks.
“There is an urgent need to repair and rehabilitate the San Juanico Bridge to ensure timely delivery of essential goods and services and restore regional mobility.” President Marcos said.
Officials assured the public that the government is taking steps to ease the impact while focusing on long-term safety and infrastructure resilience.
The state of calamity allows for quicker fund utilization and implementation of emergency measures needed to restore normalcy in Eastern Visayas.
