MPTC starts construction of the ₱2.2-billion NLEX-C5 Northlink project
Metro Pacific Tollways Corp. (MPTC) started the construction of the NLEX-C5 (The North Luzon Expressway-Circumferential Road 5) Northlink Segment 8.2 Section 1A by holding a groundbreaking ceremony last Tuesday, March 4, 2025.
The ₱2.2-billion infrastructure project seeks to expand NLEX by constructing a 2-kilometer elevated expressway, stretching from the Mindanao Toll Plaza to Quirino Highway in Quezon City, to help ease congestion on local roads.
This segment is the initial phase of the full NLEX-C5 Northlink, a larger 11.3-kilometer project that will connect Mindanao Avenue to C5/C.P. Garcia near Katipunan Avenue, with an overall investment of ₱24 billion.

MPTC President and CEO Jose Ma. Lim, NLEX OIC, and Chief Finance Officer Maria Theresa Wells, Valenzuela City Mayor Wes Gatchalian, and Quezon City Mayor Joy Belmonte, along with partner government agencies DOTr-TRB, DPWH, and DHSUD-NHA, led the groundbreaking ceremony.
“We are enthusiastic about this project as it contributes to our ongoing efforts to reduce traffic congestion on local roads in the metro. At MPTC, we believe that unhindered mobility fosters better opportunities for jobs, businesses, and economic growth,” said Lim.
Lim also highlighted that this project will improve connectivity between NLEX, Valenzuela City, and Quezon City, reducing travel time and alleviating traffic on key roads such as EDSA, Commonwealth Avenue, Quirino Highway, and Mindanao Avenue.

MPTC has set the timeline, aiming to finish the 2-kilometer road in a span of 12 months. Lim assured that the company would collaborate closely with stakeholders to minimize construction-related disruptions, emphasizing MPTC’s commitment to delivering high-quality infrastructure that prioritizes safety, efficiency, and sustainability.
