MANILA, Philippines – The Philippine Contractors Accreditation Board (PCAB) has revoked the licenses of nine construction companies after it was discovered they were all owned by a single individual and were bidding against each other for government projects.
The board’s decision, outlined in Resolution No. 075, series of 2025, was made after the owner admitted to the scheme during a recent Senate hearing. The practice of multiple companies with the same owner bidding for the same project is seen as a way to manipulate the outcome of public bidding and is a violation of procurement laws.
The PCAB stated that such actions undermine the integrity of the procurement process and that the continued accreditation of these firms was “inimical to public interest, industry integrity, and government procurement transparency.”
The nine firms whose licenses have been revoked are:
- St. Gerrard Construction Gen. Contractor & Dev’t Corporation
- Alpha & Omega Gen. Contractor & Dev’t Corporation
- St. Timothy Construction Corporation
- Amethyst Horizon Builders and Gen.Contractor & Dev’t Corp.
- St. Matthew General Contractor & Development Corporation
- Great Pacific Builders and General Contractor, Inc.
- YPR General Contractor and Construction Supply, Inc.
- Way Maker OPC
- Elite General Contractor and Development Corp.
The PCAB will issue revocation notices and remove the companies from its official registry. The case will also be referred to the Department of Public Works and Highways, the Securities and Exchange Commission, the National Bureau of Investigation, and the Department of Justice for further investigation into potential criminal liability.
