3. Planning the budget. The civil engineer is responsible for ensuring that all construction is completed within the set budget if the budget has already been agreed upon. In the absence of a budget, the civil engineer and planner will weigh the costs of raw materials, machinery, and equipment, as well as the number of people needed to complete the project, before coming up with a budget and timetable.
