PPP Center Says All Infra Projects In Pipeline Are Worth 3 Trillion Pesos

The Public-Private Partnership (PPP) Center revealed that they have 125 projects with an accumulated worth of ₱3 trillion as of May 2024. 

 

Among the 125 projects, 124 are officially included in the PPP Summary released last May 3, while the other projects stand in various stages. The status of the PPP projects was announced by PPP Center Deputy Executive Director Jeffrey Manalo during a Business Journalism seminar organized by the Economic Journalists Association of the Philippines held in Baguio last May 18.

 

One of the biggest projects included in the PPP pipeline is the ₱23.40 billion Tarlac-Pangasinan-La Union Expressway (TPLEX) extension project which is expected to be awarded to San Miguel Holdings Corp. (SMHC) due to the absence of bid challengers. 

 

 

The TPLEX extension project includes a 59.4-kilometer four-lane toll road that will start from the last exit of TPLEX in Rosario, La Union, and will end in San Juan, La Union.

Another project included in the ₱3 trillion price tag is the New Bohol International Airport Project which involves upgrade, expansion, operations, and maintenance of the airport over a span of 35 years. This project is among the 49 other unsolicited proposals included in the pipeline. 

 

“[The projects are] in various stages including those with ongoing procurement, in the approval stage, unsolicited proposals being reviewed by implementing agency, those in early project stages either PDMF (Project Development and Monitoring Facility) or a study conducted by another consultant of the implementing agency,” said Manalo.

 

Below is a list of infrastructure PPP projects that are currently under development.

 

  • NCR EDSA Busway Project (National Capital Region) 
  • Metro Rail Transit (MRT) Line 3 O&M (National Capital Region) 
  • MRT Line 4 O&M (National Capital Region) 
  • Rehabilitation, Expansion, Operations, and Maintenance of the LRT Line 2 Project (National Capital Region) 
  • Dingalan-Capas-Botolan Expressway (Region III )
  • Iloilo-Capiz-Aklan Expressway (Region VI)
  • Pangasinan-Nueva Ecija Expressway (Region III )
  • Mindanao Railway Project Phase 3 (Northern Mindanao, Multiple Regions) 
  • San Mateo Railway Project (Multiple Regions) 
  • New Cebu International Container Port (NCICP) (Region VII) 

 

Manalo also highlighted some of the PPP projects that are progressing in status including the ₱12.75 billion upgrade, expansion, operations, and maintenance of the Laguindingan Airport in Northern Mindanao and the ₱400 million Dialysis Center for the Renal Center Facility of the Baguio General Hospital and Medical Center.

 

“It has already completed the challenge process and was already awarded so the next after the contract award is the contract signing,” Manalo said. “The Laguindingan airport project is already in the challenge process. For the Bohol Airport, I understand the negotiation period was already completed so they’re supposed to wrap things up, then get the final approval for the negotiated terms so that they can do the comparative challenge.”
